Sri Lanka has officially launched the 2026 Sri Lanka Petroleum Exploration Licence Awarding Round, opening nearly 34,000 square kilometres of the Mannar Basin to international energy companies for petroleum exploration.
Under the latest licensing round, four exploration blocks in the Mannar Basin will be offered to international companies, creating an opportunity for global energy firms to assess and participate in Sri Lanka’s offshore petroleum sector.
The development comes as authorities estimate that the Mannar Basin could hold approximately two billion barrels of petroleum and nine trillion cubic feet of natural gas, based on existing geological data.
Significant Petroleum Potential in the Mannar Basin
The Mannar Basin is considered one of Sri Lanka’s key areas of petroleum potential. Previous exploration has already confirmed the presence of natural gas and liquid hydrocarbons in the basin.

Official Launch of the Licensing Round
The official launch ceremony was held at the Sri Lanka Petroleum Corporation Head Office Auditorium in Dematagoda.
The event was held under the patronage of Energy, Ports and Civil Aviation Minister Anura Karunathilake, Labour Minister Dr. Anil Jayantha and the Deputy Minister of Finance and Planning.
Petroleum Development Authority of Sri Lanka Chairman Prof. Dhammika Thanthrigoda, Director General Dr. Neil de Silva, Ceylon Petroleum Corporation Chairman D.J.A.S. de Rajakaruna, together with senior Ministry officials, were also present at the ceremony.
Speaking at the event, Dr. Neil de Silva said that previous exploration had confirmed the presence of natural gas and liquid hydrocarbons in the Mannar Basin, indicating significant petroleum potential.
He also highlighted that only a relatively limited area of the basin has been explored, leaving a large area yet to be assessed using modern exploration methods and advanced technologies.
