Sri Lanka is taking steps to encourage private sector investment through the long-term leasing of underutilised state-owned plantation properties. The Cabinet of Ministers has approved the leasing of 15 selected properties managed by three state plantation entities, creating opportunities for private investors to participate in the utilisation of these assets.
The initiative aims to improve the use of state-owned resources and attract private investment into properties that include agricultural lands, tourism-related locations and inactive factories.
State-Owned Properties Identified for Investment
The properties included in the leasing programme are managed by the following state-owned entities:
- Sri Lanka State Plantations Corporation (SLSPC)
- Janatha Estates Development Board (JEDB)
- Elkaduwa Plantations Limited
Under the first phase of the initiative, the Government invited investors to submit Expressions of Interest (EOIs) for the following properties:
- 1,514 hectares of land managed by the three plantation entities.
- 10 tourism bungalows and scenic locations.
- 15 inactive factories.
These properties were identified as part of the Government’s efforts to encourage private sector participation and improve the utilisation of underdeveloped state-owned plantation assets.
Investor Selection and Cabinet Approval
The leasing initiative attracted considerable interest from prospective investors, with 470 initial Expressions of Interest (EOIs) received.
Following the initial selection process, shortlisted applicants were invited to submit detailed investment proposals. A total of 44 formal proposals covering 30 property units were subsequently received.
Based on the recommendations of the High-Level Procurement Committee, the Cabinet of Ministers approved the awarding of long-term leases for 15 selected properties to investors.
