A government-approved programme has opened an opportunity to invest in 247 hectares of underutilized plantation lands on a long-term lease basis, with priority given to eligible individuals engaged in foreign employment and migrant workers.
Approval was granted at the Cabinet meeting held on 12 January 2026 to formulate a suitable programme to lease underutilized plantation lands to youth entrepreneurs engaged in foreign employment who remit foreign exchange to Sri Lanka, enabling them to invest in the plantation sector.
The Ministry of Plantation and Community Infrastructure has formulated a procedure in consultation with relevant stakeholders to implement the programme. Accordingly, the Cabinet of Ministers has approved the disposal of 247 hectares of underutilized plantation lands to identified suitable investors.
Land Available for Investment
The 247 hectares comprise:
- 117 hectares owned by the Sri Lanka State Plantations Corporation
- 88 hectares owned by the Janatha Estates Development Board
- 42 hectares owned by Elkaduwa Plantations Ltd.
Investment Opportunities
Investment opportunities under the programme will be provided for:
- Plantation and agri-businesses
- Plantation-based promotion
- Hydropower generation
- Solar power generation
- Factory-based manufacturing
- Freshwater fisheries
- Other plantation-related economic innovations
Key Criteria
- The age of the investor is considered as 50 years.
- Investors selected through a formal procurement procedure will be provided a maximum of 1–4 hectares of underutilized land.
- Priority will be given to individuals who have been employed abroad for at least three years during the past ten years, or migrant workers who have served abroad for more than three years under this programme.
This programme provides an opportunity for eligible Sri Lankans engaged in foreign employment and other identified investors to explore investment in the plantation sector and related economic activities through long-term land leases.
