The Cabinet of Ministers, at its meeting held on 19 October 2026, approved the proposal to publish the draft Public-Private Partnership Enterprises Bill in the Government Gazette and submit it to Parliament for approval.
The initiative follows an earlier Cabinet decision made on 2 June 2025 to introduce new legislation to promote and facilitate public-private partnership enterprises in Sri Lanka, as well as establish a National Agency for Public-Private Partnership Enterprises.
The purpose of the proposed legislation is to provide a legal framework to facilitate public-private partnership enterprises in Sri Lanka and support collaboration between the public and private sectors. It also provides for the establishment of a National Agency for Public-Private Partnership Enterprises.
Accordingly, the Legal Draftsman prepared the relevant draft Bill, which received clearance from the Attorney General. The Cabinet approved the resolution submitted by the Hon. President in his capacity as the Minister of Finance, Planning and Economic Development.
The draft Bill is to be published in the Government Gazette and submitted to Parliament for approval.
